Well, this is an obscure one! Coming in on the heels of Roll, it's the Pokte Village Mayor from Mega Man Legends 2:

I thought it'd be fun to try doing a quick animation of that little video-game-character wobble she does... and then further adapting that into a tied-up wiggle proved too tempting for me!
