Yes this is Harvest Moon start of the series. In Japan is called Bokujō Monogatari or Farm Story. In 1996 this game was created by Pack-in-Video  who also put out Magical Pop'n and Iron Commando (these now two the most expensive game on the Super Famicom to buy.)
