DSS / DHSS / DWP / Job Centre = different names for the government department that pays welfare benefits. Something else that comes up sometimes, unemployment benefit is informally known as “the dole”, or job seekers allowance or universal credit. A GIRO was a physical cheque you received for your welfare and you used to go and ‘cash it’ every week or two when you received it to get your money. Some people would spend it really quickly. The specific story is that the guy has been on benefits so long and no one will take him on that the DSS are going to pay his wages just to get someone to take him and get some experience and hopefully eventually give him a paid job. He will still only get his dole instead of being paid as a member of staff.
