If Charlie is correct and she can't use The Loom of Fate by herself, do you think she will have to convince her sisters to help or make new Fates?

I believe we are going with new fates, which is why Sara was the Destiny paragon but she now is blind, and can see future events. So I'm going to assume Charlie, Sara, and possibly Astra.

The Paragon of Destiny saw the true form of a Fate, I'm sure she can safely replace one. The other one will probably be Astra who was trained by another Fate.

If the idea of Astra becoming a fate wasn't just a lie to try and keep her in line then it seems reasonable that they would capitalize on that idea rather than doing nothing with it.

New fates. Here's the twist- Zari will be the second sister. Charlie will keep her old position as the first sister. Besides, she has a thing for new life. Not baby making, but reinventing yourself. Sarah (the assassin who has died and come back to life) with her visions of death will be the third sister. The one who cuts the thread should be someone familiar with death. Zari, who has lived more than one life, will be the second sister. More than anyone else on the Waverider, she knows how drastic a person's life can change with the slightest twist.

Too dangerous to trust the sisters. It's pretty obvious that Sara is getting set up to be one, the big question is who is number 3. Maybe Gary, Legends has been known to thrown curve balls and surprise us all.

I feel like they will train some of the legends to be fates as this is similar to how they tackled the totems and formed the beeboo by having each one take a tetom that fitted their personality
