I believe that he trying to impress the boss but he really like Kara. I also believe that he suspect that Kara is Supergirl but is conflicted on what to do ?

I think he’s got a few skeletons in his closet that he wants to keep hidden, but that’s it. And it’s probably something relatively small compared to what Kara is used to, like a cheating scandal. Something that could end his career, but not the world

I think he has somthing he wants to keep under wraps but I don't think it's something sinister, he mentioned his wife earlier and was very uncomfortable about it maybe is going through a divorce and doesn't want anyone he works with knowing out of sadness of it and is trying to see if kara knows about it Also no black lightning this season?

Yes he has an ulterior motive. But it's not against Kara. I think he took the job at CatCo to try and bring down Andrea Rojas from the inside. Knowing that working for her was the only way to expose her.

I voted yes. I believe he does have an ulterior motive which could have started out to investigate Rojas and the mystery man from the photo but is intrigued by Kara and since he loves a good mystery wants to uncover her hidden secret.
