Kaz will get her over to his side. I don’t see a show like this keeping a character “bad” if there’s a chance for them to be redeemed. She’s a pirate, not First Order.

In kid shows, 90% of the time the bad girl turns out to be a good person deep down.

I voted villain but I'm think once the pirates are done, she may stay around, perhaps no one learning of her roll and instead be the sort that plays both sides.

There is no evidence every single Pirate knows they are working for The First Order. Just cause she is talking to the Pirate who was talking to Phasma. Pirate does not mean Sith or Evil First Order. Bounty Hunters and Scavengers are often complex characters.
