I was thinking Bernard, because Ford is guiding him. But that last scene, where he tells Hale the location of Abernathy's key. Isn't that happening after the shootouts and the cradle being blown up? I think Dolores headed to the valley beyond right after the shootouts and seeing Maeve. Bernard still has to get captured by Hale, and the MiB is bleeding out. So yea, Dolores gets there first.

I get the distinct impression that it will be the Man in Black. He finally "wins" his game only to be met with Dolores again. Where he started his journey and ending where she always dreamed of going with him.

Since we now have it confirmed that the "sea" is where the Valley is, I'm going to say Deloris. Unless with the timeline Elsie in her buggy get their first because technically she has a head start. (Also in case Aaron is reading these, its Eric with an H. Its German)

Only to see a young William there. Because this is the one thing that has me bothered with the "immortal life campaign" that they were trying to do. Why would you want to live forever as your old beaten up self. I would want to live forever in my peak years.

I voted someone else because I think it will be Elsie. After she realizes Bernard abandoned her, she will go straight there with no interruptions or random encounters along the way.
