Come on , they already figure it out . I thought that way also when I watched the series. I mean what would happened to All might old quirk after he inherited all for one , it more convenient for the story structure.

SPOILERS!!! It sucks that it takes them until the second half of season 2 to explain one for all a little more. Things like the quirk from DNA can't be taken by force and how it would add to and power up other people's quirks.

Fun fact, from the shot of the stars with the energy flowing between them while All Might is explaining One For All, you see that the power was passed on 7 times, meaning All Might was the 8th wielder of One For All

So, Basically this started with a person that had the ability to pass on his own abilities. They passed it on to another and if that person already has a quirk then when they pass it on their original quirk goes with it. So allmight's abilities are the combined abilities of all of the people before him.
