Which do you think would have been the best course of action when it comes to the Relay?

Hacking and listening is the much better action. The Rebels could profit it from gathering information they can use against the Empire. Destroying would maybe cripple the Empire a bit, but like Hera said, they would just build another one

Destroying it is a short-term victory that may make them feel better for their recent losses, but listening in is the much wiser course in the long-run.

I'd rather have information that could open the door to more benefits in the future, rather than blowing it up and only having that one "victory". Even though it's just one relay tower and I'm sure the Empire has more and can amass enough resources to build another it's in place quickly.

If think about it with someone like Thrawn he would figure out this plan and give false information and more could die in a trap. Destroying it is simple and direct and sometimes simple plans are the best ones.

Hacking it would have gave the rebels a large advantage over the empire. Information is one of the most valuable assets in a war. And destroying it has only just delayed the inevitable as another one will be built eventually

If we're starting out from scratch then I think the information gained will save far more lives and be far more useful than any morale victory that might come with destroying the relay. That said, once the empire discovered what they were doing all the information from that relay would be compromised or could be used against the rebels. So Hera's plan was pretty much done for the second Ezra and Sabine were discovered. In that sense Saw was right to destroy it at the point that he did. But that's just my opinion.

Probably because she grew up during the waning days of the Old Republic and doesn't want to be seen as a terrorist. The Rebel Alliance is also known as The Alliance to Restore the Republic.
