PS: I know that looks like Ochaco Uraraka, from My Hero Academia, because Elie Valentine doesn't have a very recognizable style, I guess that Hiro Mashima (the author of Rave Master) was young at that time 🤔

On other hand, Elie Valentine looks very similar to Lucy Heartfilia XD (and now Rebeca Bluegarden). It's supposed to be because Hiro Mashima used the "Star System" just like the master Osamu Tezuka 😆
