Steve is still dazed and out of it. It's not shock, that'll come later. His mind simply can't comprehend reality now that his body is all different. Best is to just keep handing him beers and treat him as if nothing has changed, and he'll sort of normalize this. At least until he sobers up, but then everything else has already shaken into place.
