Making the Gyrados so much bigger than normal definitely adds to the intensity and horror of the scene and heightens the helpless, nightmarish quality of it, but I wonder if Surge's brain also tends to shrink people a bit because he's larger than most of the people he's around, so the size difference is doubly exaggerated.
