So Akame falls to a trap set by the government. The trap itself is an imperial arm that produces living liquid latex which spreads all over the victim's body. The Liquid will absorb and convert any non-living tissues, such as clothing and hair, into rubber, which the owner of the imperial arm can modify at will.

The power is not only used to trap enemies of the state, but also offers the convenience of configuring them into a STANDARIZED rubber Prisoner.  Her Wardrobe is altered to include a Hooble skirt, Legbinder, High heel balley boots, and armbinder.  The entire skin and hair is of course encased in the rubber. 

Once fully sealed, the prisoner is transported to a facility, after which they are sealed in a custom made Casket outlining their body perfectly and sealing them away perfectly for them to serve their permanent sentence.
