Honestly an opensource VR world would probably be the best fit for something like that. Shadowrun VR would be an really cool way to start. Maybe modify UPBGE to handle a VR environment?

Granted the storyline and other elements would have to be modified to avoid IP issues but could it be possible to license the new IP under GPL or similar license to protect it and keep it in the public domain? Unless Harebrain wants to contribute...
