One thing to be aware of is Shelby is set in a sort-of-British world, since I live in the UK it's a better reference point for me. So uniforms and the like will be more British in appearance than anything else. What little of the uniform Carl is still wearing here is based on a standard UK police officer's uniform.

Shelby has this way of getting Carl to do what he wants him to, and Shelby loves a man in, and mostly out, of uniform so they're a good match. You'll learn more about these two as the comic progresses.
