Based on the rate of diffusion of light wavelengths in water molecules, for a lanturn to be visible in three miles of seawater, it must output more energy than the sum total of our entire observable universe. Seeing how the pokemon world is not a universe-sized black hole, we're just going to shrug this off and say some of the dex entries were written by children making silly observations.
