I'd say someone is desperately trying to get a laugh out of her. Probably using some of the harsher tickle tools like brushes.

Hmmm. I think her feet are already super sensitive, and whoever is at them knows that. I guarantee it's someone gently teasing her feet, perhaps with soft, gentle kisses to her soles and toes. Perhaps it's even her own daughter or one of her friends who's trying to get this normally hardened and no nonsense woman to crack into laughter, working her ever so slowly up from gentle teases into full on tickleworship. Heck, it could be something entirely different. Her daughter or some other girl is actually just trying to make her relax with the gentle rubs and kisses to her feet, but because she's so ticklish they had to strap her down so they don't get kicked across the room for trying. ;D

My guess is that someone or something is licking her feet and she's trying desperately to not give her spectators the satisfaction of hearing her laughter. Lol
