On the "no time travel" point at the beginning. In theory Skynet could send 10+ Terminators across time before Skynet is shut down by the Resistance. Like back-up plans if one of the Terminators fails it's mission. Something else to note is that Terminator (1984) had a deleted scene that revealed that the factory at the end of the film was actually owned by Cyberdyne Systems. So Cyberdyne recovers the remains of the Terminator and based their new CPU of the Terminators. A bootstrap paradox where the Terminators would never exist in the first place if the T-800 from the first film was never sent back in time. Speaking on the T-1000 in this film. Robert Patrick the actor behind the T-1000 crafted one of the best villains performances of all time. Robert Patrick is also amazing in X-Files and recently in James Gunn's Peacemaker series alongside John Cena. Thanks to the game Terminator: Resistance (2019) a video game set during the Future War (2028 to 2029) we find out that the T-1000 got it's appearance from a captured Resistance soldier with the likeness of Robert Patrick.

I would watch Terminator 3. As other commenters have said, it is very maligned by fans because it’s a sequel to one of the greatest movies ever made, and it’s not Terminator 2. I mean, how do you follow this movie? It’s impossible. Given that, I think you would enjoy it still.
