I did not see the TV special either, there was a tankabon/volume about the special (just like with the movies) in my country and I read all of them and no female beyond Seripa/Fasha was mentioned, nor was it said she was not his mom iirc. So people coming to the conclusion seems fair enough imo.

This scene is meant to show that Bardock's companions are teasing and gently mocking him for having just had a son (A kind of hazing). Toma starts, then comes Seripa's turn and Pumpkin's laughs. If Kakarotto was Seripa's son, she too should have been teased in this scene. People would think that Seripa is Videl's mother for her physical resemblance. Since children do not think, for them it is: "Oh she looks like Videl? It must be her mother." The proof : In France and other countries, many believe that Telluce is Kakarotto's brother because he looks like him. It's wrong. Telluce is just a lower category Saiyan.
