I say tap out at 15%. You're going to have to have to recover afterwards, but it should get Water as much of a kick start as possible.

Id say 50%, simply because going further can screw us further down the line. So, if we are at 35 health points now, we’d be going to 17-18 health points and stop there. Afterwards, we should check to see how much more is left, and apologize if we made Water uncomfortable.
