He's not leaving a trail of dead bodies the way a serious saboteur would in a hostile area. Keep talking, it feels like this is more of a pufferfish attempt to intimidate us. Come to think of it, if he's really working with the fire dragons, he can tell us why they're attacking in the first place. Try asking him.
