For the record, Lloyd works directly for Schneizel. The entire Special Corps unit that Lloyd, Cecile, and Suzaku are heading is Schneizel's personally funded research unit. He provided the money to create the Lancelot. It was mentioned briefly somewhere in the first few episodes, but there wasn't necessarily enough context back then to know it was Schneizel they were talking about.
