Heavenly Pact is the same thing that Maki has, but Maki actually has a very small amount of curse energy in trade for being physically gifted. Because Toji has absolutely zero curse energy, he's on another level in terms of physical gifts. Another example is Mechamaru who has basically the opposite Heavenly Pact - almost no physical abilities in exchange for curse energy that spans a vast range so he can control his robot puppets from across the country. Megumi can't get a Heavenly Pact as it's not a pact that's made by choice - it's forced upon you at birth. Hope this helps!
