I think Eren definitely cares about the main cast a lot. He risked his life to save Mikasa from 3 kidnappers when he was a child (and invited her to live with his family). He jumped into the mouth of a titan to save Armin knowing very well he may die. He withheld vital information about the founding titan powers to protect Historia. He didn't want any of the people he cares about to inherit the founder and attack titan since it would shorten their life span despite that being the best option. He is stubborn and aggressive which can get him in trouble (and the people who care about him), like when he chases after the bullies in the example you gave. However I don't agree that he constantly acts recklessly and gets them in danger after becoming a titan. There are many examples of him not doing what he thinks is best and following protocol. A big example is when the scouts were running from the female titan in the forest and he wanted to to turn back to fight but followed orders which resulted in Levi squad getting wiped. That was a defining moment in his character development, mirrored by Levi's speech of not knowing the right answer and only being able to trust in your own abilities. After he found out Reiner was a titan he was still composed enough to listen to Armin and come back to the wall during the fight (ironically, if he fought away from the wall he probably would have won against Reiner since Berthold dropped from atop the wall onto him). The only time before season 4 that people came to save him were when he got captured by the Annie and Reiner/Berthold (both of which weren't because he was reckless or aggressive, but rather because the scouts got ambushed). Ever since the start of season 4 (post time skip) Eren definitely seems very callused and what he said to Armin and Mikasa this episode was just hurtful. He also "officially" dragged them into a conflict with the world although he wait until after Willy Tybur (and the delegates from countries around the world) declared war before transforming, proving that the world was going to come and attack Paradise either way.
