I think Levi did it because he remembered Kenny saying everyone HAS to be drunk on something, it even plays that memory twice in this scene. He realized not only did Ewin already accept dieing without reaching his dream, but even if hes brought back he will just reach the basement and then no longer have a grand dream driving him like Armins dream to see the sea and the world beyond. Levi asked Erwin multiple times what he would do after reaching the basement and he said he didnt know. I believe Levi is thinking that the dreams and ambitions of their best people are what have been guiding them up to this point and is worried about how Erwins future would be effected having reached his goals. And as a side note I think since Eren is essentially their greatest asset and clearly a target of the enemy its smart to protect Armin and Mikasa for the sake of your most important players mental. Thats just my interpretation.

Firstly, Dre, the look on your face when the "beast titan" said "you look nothing like your father." was priceless. I do not envy Levi having to make that decision, but in the end I think it was the right call. Erwin was supposed to die in that battle, with the men he lead into it. But now we have Colossal titan Armin! Where's that gonna go? lol
