Fracture 9.4 (Patreon)

This chapter took longer than I would have like, in part because it didn't want to work with me. Then, I finished it and wanted to have it out yesterday, but in trying to fix a problem with my PC (Windows Store app is broken, and is still broken) I couldn't do anything for about 8 hours.

Anyway. Setting up some more stuff this chapter, hinting at a few other things this chapter, and picking up a thread that got started a long, long time ago.
