This stream is long so let me summarize. People argue Rudeus is mentally a child because of his reincarnation. In this stream I go over at least 4 pieces of dialogue that suggest Rudy is a grown man still through the context of what he says. 

 1: Him being conscience and making commentary at his surroundings in his head as a new born baby.

 2: Him referring to Roxy, a girl who is suppose to be older than him, as a "little girl" 

 3: Him making comments about how he is mentally a 40 year old bum.

 4: Him saying he will "raise" Sylphie to be his ideal woman.  

  The argument that he's mentally a kid is severely damaged with these pieces of dialogue. There are pieces of dialogue that argue in favor of him being a kid. Like him not finding his mom attractive, or him making reference to his faster learning abilities supposedly thanks to his new body and brain. I refer to this part of the show being handled poorly and call it "bad writing" because of these contradicting details.

   Now to speculate that Rudy is mentally still a grown man, that would mean a 40 year old man has been sexually engaging with kids in the range 12 to 15. Objectively there is little you can say to defend this from a moral perspective. Right or wrong is not subjective in many cases, this is one of them. A child in the ages that Rudues has engaged with biologically do not have the ability to gauge long terms consequences. This is the reasoning behind age of consent laws existing in the first place.  

  With what we know were left with one question .. When will the author address this horrible thing our MC has been doing. Im left to speculate never, because there wasn't even a hint of them addressing it by the fans of the novels, or the first season we watched. Thats where I stand.
