Lero Ro(The guy who administered the first test) was actually saying that he believed what the other administrator said, he was just talking in third person. Also it looks like the one giving out the coffee knows what happened during the test,

Quick summary: the person they mentioned was Quant, the red hair guy that appeared in episode 3 or 4. He's a Ranker like Lero Ro and he was in charge of the Test that Rachel's team completed by pretty much killing everyone else lol. That's why Quant was in trouble, cause Rachel's team didn't respect the rules and so he asked Yu (the coffee loving Administrator) to do something about it before Evankhell (their higher up) finds out. So Yu put Rachel's team in the Crown game hoping that they would take the goddamn crown and move to the next floor by winning it, but as you can see they didn't even bother
