Y'all really don't understand Toga's quirk by now? They've focused so much on her backstory. Her quirk gives her an insatiable thirst for blood, particularly the blood of those she loves... and she loves them so much she wants to be them. They showed in a previous episode her drinking her own blood in her sleep as a child from her wrists. Her quirk is more or less a curse really, it sort of made her this way, that and the lack of intervention from her parents or society to really help her deal with it.
