I think Hiromatsu saw that because the other generals and lord didn't yield that he had to sure how serious Toranaga was to convince them that the surrender is real. It wasn't initially planned for Hiro to commit Seppuku, it was a strategic decision made in the moment as they had looks towards each other that made Hiro understand what needs to be done. Especially the part where Hiro 'So you DO believe in pointless death' and when he says to his son 'Don't give up on your lord even if it APPEARS he has given up on himself'.
