So, Fushiguro should be the heir of the Zenin clan because he has the traditional technique (the shadow shikigami) but his father left the clan and changed his name before Fushiguro was born and he feels no connection to them. That's why he said Kamo should talk to Zenin Maki - she wants to go back and take over the Zenin clan despite being rejected by them for her lack of any technique (aside from her super-strength). Kamo is illegitimate but he has the blood manipulation technique, so he became the heir to the Kamo clan. There are three major sorcerer clans - Zenin, Kamo, and Gojo. Inumaki (who only speaks in ingredients most of the time) gets a backlash from using his technique, and he has to very carefully control what he says, who/where the power is aimed, and how much cursed energy he puts into those words. The stronger his opponent, the more of a toll it takes on him. Panda kind of explained this earlier but now you'll get to see it in action. And yes, if he commands something to happen, it will happen to some degree. If he talked like a normal person, he'd be accidentally forcing people and things to act on his casual words, so that's why he has to limit his vocabulary.
