Crafted meticulously around two large Blue Dragon’s shimmering scales, these boots seem as though they've ensnared a tempest within. You gain 20ft of extra movement while wearing these boots. Each step you take creates faint ripples of static lightning that dance across the ground, while a deep and distant rumble resonates from within. The boots have 5 charges, regaining 1d4+1 expended uses daily at dawn.

As an action, you can expend a charge to activate the energy within these boots and swiftly traverse in a straight line to an unoccupied space up to 100 feet in any direction. Any creature that finds itself in the path of this motion must succeed on a DC 17 Dexterity saving throw or take 8d6 lightning damage. Those who succeed in their save manage to dodge the worst of it, taking only half damage.

Upon reaching your destination, the boots release a booming thunderous energy. All creatures within 5 feet of your arrival point must succeed on a Constitution saving throw or be pushed 10 feet away from you and fall prone.

Your movement produces the deafening clap of roaring thunder and a sharp, crackling sound from a lightning strike, announcing your departure and arrival. The noise can be heard up to 300 feet away.
