The Amulet of the Skugge Eater is the last of the three artifacts of the Skuggalord set. Together they make its owner a true master of the shadows. They are three strong items on their own, but they become almost unstoppable when used together. You can rule that once you have the three items, the set only takes one attunement slot. But I think the set is strong enough to ask for all three slots.
