Let me explain. Before Kami was allowed to become Guardian of Earth, he needed to purge himself of all Evil. This caused him to split into two separate beings who share the same life energy. This created Piccolo, and since they are technically the same person, if one dies, so does the other. That said, Kami created the dragon balls. In this universe, the dragon balls are tied into their creator's life force. So when Piccolo died, Kami died too, making the dragon balls inactive and unusable. 😊 Hope that helped!
