So relatable. Painting water especially droplets is pretty tough. Still looks pretty good, can't wait for the finished version!

I think maybe a few water droplets on the surface in the foreground will add a bit more to the effect, but it still looks fine to me though. I see you 3d rendered her water gun too, nice touch.

It honestly looks like you're on the cusp of it so don't degrade yourself! Elements are one of the hardest things to master. Despite the frustration I'd say for this piece to maybe look at videos of waves crashing against a form for inspiration. Be it a rock, a humanoid, an animal, or just a sandy beach and identify the forcefulness of water attempting to overwhelm and push forward. Unlike rain or sweat, where it's easier to follow the form (body, building, etc), and make it look amazing, crashing waves are more about understanding how it affects what it wishes to engulf. In this case if you want my advice, show the wave impacting the target while (the wave itself) being more linear in the foreground and background. This way it shows more of the wave breaking naturally against an object, allowing more realism and enhancing the piece over all. I'd also offer up for the SFW piece, since this is far more Sexy Naga then Sexy Snek anthro, a long, short, (or very short) skirt of some kind rather then a straight up bikini. These are just ideas to help you conceptualize and by no means me asking or begging you to "make it happen". I'm here only to throw out ideas that may hopefully allow you the make this piece one of your greatest works where you feel pride every time you view it. Instead of a cascade washing over, you could exploit how droplets on the actual figure (Face, breasts, arms, midsection) emphasize a pool or ocean party. I really hope this helps, because so far it looks amazing! I and many others can't wait to see your finished pieces so please, if you take anything from my ramblings...Stop doubting yourself or your ability to bring joy and happiness with your craft!

Water effects can be very challenging. I'd suggest lowering the saturation of the water to give the splash a transparent look. Adding some colors reflecting snake's scales could be convincing for water reflection.

The coloring is more of the stylistic choice. i'll leave it untill i'm done with the character and then re render it with accurate reflections.
