I think it's a visual that he's stretching and how far he has to go -- those *are* the arms close to his head!

Dragons are infinitely extendable. Actual distance from head to butt can never be accurately measured. Many a draconologist was frustrated to tears until they figured out the buggers were trolling us the whole time.
