Writer's block hits me in a weird way. I have all these ideas floating through my head, and I can thought-stream onto the computer, but I can't seem to be able to concretely write those ideas into a story... strange :?

Find a writing buddy! Someone creative and excited that you can brainstorm ideas with! If you were me, I'd tell you to walk down the situation systematically. Look at every character and the development you've given them. Look at the story elements you've included. Focus on things you haven't focused on before. One of the biggest problems I see in writing webcomics in general is the authors will have this wild and crazy start where they throw out all these random and fanciful ideas because nothing's defined and they're just having fun. But then several month or even years later, they've "defined" the world. And they feel road-blocked, like they can't introduce new elements because they've already introduced everything else, and new things would conflict. This is a false notion: new things can and should be continuously introduced. But that's probably not what you're dealing with.
