Just catching up on this. The radio traffic and 911 calls are all recorded on some sort of server. I work for a company in North Carolina that installs the recording servers for emergency centers and police stations. Everything is public record and can be requested under the freedom of information act. Without the recordings, the county can be sued to hell and back if something goes wrong and they cannot prove it was not due to their neglect. Typically you have to request the traffic, it is not just accessible through the open internet. It also covers their ass in the event someone lies and say it they did not dispatch help when it was requested.
