as I do in every book, I want to state that General Iroh is the general for the army of the United Republic if Nations which is the old territories of the firenation colonies turned into a new nation. He and the army he's in doesn't represent anything more than the country for which President Raiko leads, and for which Republic City is the capital.

She has the authority to abolish the Earth Kingdom monarchy by right of conquest. Kuvira is the "Great Uniter" after all. Even though i dont like her, she was very smart about it. She had the Earth Kingdom citizens themselves pledge fealty to HER as she United the Kingdoms.
