To add to the others who have already covered most things, the transition scenes are a reference to 60s TV shows like Laugh-In which had similar quick scenes. Definitely recommend finishing the trilogy but maybe watch 1 or 2 of the Sean Connery Bond films first to see where most of this originates. Then things like Alotta Fagina being a spoof of the real Bond girl, Pussy Galore, will have an added layer of fun.

Some other James Bond nods not covered in the comments: The strange plastic outfit Dr. Evil wore at the end was identical to the outfit wore by the villain in the first James Bond movie Dr. No. Part of a famous line in Goldfinger was used here: Bond with the villain who is firing a laser at him: Do you expect me to talk? Villain: No, I expect you to die. Blofeld, the Bond villain Dr. Evil mimics, had a fluffy cat and did actually kill people at a table with chairs dropping the occupants into fire pits. And in a general sense the Bond series features villains who can easily kill Bond by just shooting him dead but instead opt to kill him with elaborate schemes. Thank god they do though as this provides epic great actions scenes which have made the Bond franchise legendary, 25 films since 1962. Myers plays 3 characters in the second and 4 in the third! My favorite is actually the third Powers movies which opens with perhaps the greatest comedy twist of all time. You should watch the Bond films, in order, as they are very popular right now along with Star Trek. But don't cheat and just do the Craig Bonds or the Abram's Trek lol. And when reactors do series or franchises please don't keep patrons waiting too long for the next one.
