Yes Tall Man is meeting with Elliot after the S1 finale. We know where in the timeline we are because Elliot is ranting about being discredited after a body being found at the facility. That was the guy who came with Ramse. I think Cole shot him. Elliot had already left when Cole and Cassie got there. Ramse and Cassie haven’t found Titan yet. They’ve found the only mention of a place called Titan in the classified files. It was spoken about in East Germany in 1961. They want to go there to get more information because everything else in the classified file was redacted.
