I disagree. Carter is not pissed that they don't follow the rules, she is really annoyed that they betrayed her by giving up the location of the mobster (Elias' father). Reese had no moral choice, either the baby would die or the old grizzled and very evil mobster dies. You are right though, there is no way following the rules would have gotten the baby - only Reese's methods could get that done in the tight timeframe. And that involved a deal with the devil per se (Elias). Carter is facing her own moral dilemma - she lamented at that opening murder scene - "wouldn't it be nice to prevent the murder instead of after the fact" or something like that. Now this FBI zealot is after Reese and has a burr under his saddle - and lots of resources... Will She play along and warn Reese and Finch, or not?
