TNG episode season 5, episode 9 - "A Matter of Time" was the episode with the time traveling historian saying he was just there to observe. However, he was actually from the past stealing technology to take back with him after he stole the time machine from another time traveler.

I'm a big fan of the type of time travel in The Terminator, where even if you try to go back into the past to change the future, you can't because that would stop you from going into the past in the first place. Movies like Back to the Future circumvent this by saying that new timelines are created, but i find that just becomes an easy out for the authors. A great book on the idea of everything happening simultaneously and not being able to change the past/future is Slaughterhouse Five by Kurt Vonnegut, so it goes.
