If I remember right it's been stated by Oda that characters with powers like Crocodile, Smoker and Ace that allow them to turn into elements have trained their abilities so that they reflexively transform to avoid being hit under normal conditions

Sea water is the weakness of all Devil Fruits.... but Crocodile's particular fruit is weak against all kinds of water... y'know..... because it's sand. This strategy could also work against Ace, tho not as effectively i think. While against Smoker it would be completely useless.
