Wirbel's (white hair guy) party couldn't find a Stille before they fought Fern's party. Remember Stille don't give off any mana, so they can't be detected. Given that after the fight they had 2 or 3 hours left, they just had to take a chance stealing a Stille. They just happened to get lucky at the end, and found a Stille by chance while retreating. I like your idea that Ubel might have had a reason to kill a proctor. Also interesting that she mentions that one's magic is strongly related to their life, she could have a tragic kind of backstory. That said, I don't think Sense (small proctor) meant that literally. What they probably meant is that Genau's test killed a lot of promising mages. He did know a lot of them would die, but he didn't do kill them himself.

Rather than them being bloodthirsty, i would say that lives are that cheap in the Northern Lands. As Wirbel said, sending kids and women to their death isn't uncommon there, adding all the people who died to demons and monsters. If they can achieve their objective just by killing some kids they would do it. They don't necessarily like killing but they don't think much of it either. Though it depends on the person.
