I think they've mentioned before that Urek Mazino is an irregular, like one of the strongest ones, who can use shinsu without an admin's contract, I'm pretty sure. And, at the end of season 1, when Yuri intervened in Bam's administrator test to help Endorsi and Anaak's daughter, she gave Shibisu, the tracksuit guy, the wings badge to give to Bam and tell him to meet her on some floor in the 70's (I can't remember which one). That kind of hints towards Yuri's connection the Urek and his group, with his tattoo of wings on his back. The pacing of this second season is a little rough, to where I'm even forgetting some of the small details and nuances of these adapted chapters.
