Gar Saxon was indeed in Clone Wars. He was the male Mandalorian with the spikes on his helmet in the final arc of Season 7. He is the one who shot the Prime Minister and also the one at the end of episode 2 of that arc where Maul said "Die well Mandalorian". So it seems like he was captured by the Republic during that conflict, Republic turned into the Empire, and now he serves the Empire. His first appearance was in Rebels, though, since Rebels came out a few years before the last season of Clone Wars.
