I think the doctor is gonna turn Crosshair into one of those clone assassins we saw earlier in the season (the one that tried to kill Senator Chuchi). As soon as he came around to understanding the empire is evil, they’re gonna rob him of his free will and turn him into a tool of the empire

Yeah, I'd say the ice vulture is symbolic because vultures circle and wait until something dies and then feeds on them. It'd been watching/following them, waiting for them to die. Then Mayday dies and the lieutenant treated him like nothing, like just food for the vulture. That, I'd say, was the straw that broke Crosshair's back. The ice vulture was more interested in whether they lived or died than the Empire.
