The "Red October" was built as a first strike weapon. It was meant to launch a nuclear attack on the US from so close as to give us no time to react.

A boomer is a missile sub that carries nuclear missiles, each with multiple warheads. As opposed to an attack sub like the Dallas, that hunts boomers.

No, he didn't say Putin. They were talking about the "political officer", a common feature of the Soviet military. The political officer was a representative of the communist party, sort of an observer but with authority to override anyone, even the Captain. Notice how the doctor (Tim Curry) assumes they will return to port because they can't put to sea without a political officer.

Just fyi, there were other Tom Clancy novels about the character Jack Ryan, some of which were made into movies (but the character was played by Harrison Ford instead of Alec Baldwin), including Patriot Games and Clear and Present Danger. Both are worth your time.

Here we have the 1%. In the Soviet Union they had the nomeklatura (the "named class"). These were the Senior Bureaucrats (like Ramius' wife's uncle) who had all the perks, including summer houses on the Black Sea and access to western goods. Every society ever has a hypercompetitive privileged class.
