They explained why the ice doesn't work on Tetsutestsu. The reason why it usually stops people is because their skin gets frozen as well and moving would cause a lot of pain but since his skin is steel he can move without worry. Also, rapidly heating and cooling steel only makes it harder so I don't think it would have helped here.

Fair point, but it might've solidified his body harshly enough to make him slower than Todoroki can react, while simultaneously giving Todoroki a reprieve from his overheating. One thing I do hope they kinda showcase at some point is what whappens when Todoroki goes Plus Ultra on the Freezing side of his powers. Like, could he get close to absolute Zero, or some shit? That'd be cool. A lot of applications for that. Like, he could just touch a guy a steal so much thermal energy from them so quickly that it'd be something on par with what Emilia from Re:Zero can do. He could just suck the thermal energy from the Atmosphere and flash-freeze a city!
